What is an elevator evacuation system?

A system, including a vertical series of elevator lobbies and associated elevator lobby doors, an elevator shaft(s), and a machine room(s), that provides protection from fire effects for elevator passengers, people waiting to use the elevators, and elevator equipment so that elevators can be used safely for egress.
